Job Purpose

The Process Safety Engineer will ensure the safe design, operation, and maintenance of manufacturing processes by proactively identifying and mitigating process-related risks. The Process Safety Engineer will support compliance with TIMCC safety standards and regulatory requirements as per local Australian standards, lead hazard analysis and risk assessments, and drive continuous improvement in process safety performance to protect people, assets, and the environment across the site.

  • As the Process Safety Engineer, you will develop and drive the process safety management (PSM) strategic direction for the site and work with other departments on delivering safe and environmentally sustainable outcomes through partnering with the business. This role is based in Minto, reporting to the Engineering manager for the site.

Key Responsibilities:

  • Lead the process safety management (PSM) role for the site as per defined 20 pillars in TMICC (formerly unilever standards).

  • Attain the Technical Authority (TA) certification as an SME for Flammable liquids, combustible dust, Fire safety management system, PSM and Ammonia refrigeration systems.

Compliance and Regulatory Adherence

  • Ensure compliance with NSW (WHS & EPA) and TIMCC safety regulations in Ammonia plant, Flammable liquids, combustible dust, dry and wet Fire system (e.g. ISO 45001, AS 1851 etc).

  • Lead internal and external PSM audits; track and ensure closure of action items in timely manner.

  • Maintain up-to-date records of all registers (pressure vessel, PRV/PSV, boiler, gas detector calibrations) as per statutory and company requirements.

  • Ensure the Annual Fire Safety statement (AFSS)  certificate and other fire system regulatory checks are conducted in timely manner.

Risk Assessment & Hazard Analysis

  • Conduct Process Hazard Analysis (PHA), including HAZOP, What-If, FMEA, and Bowtie Analysis Implement the recommendations to mitigate gaps.

  • Identify, assess, and mitigate process-related hazards across Ammonia plant, chemical handling, Mix plant manufacturing, packaging, other utilities, etc.).

  • Review and validate safety integrity levels (SIL) and layer of protection analysis (LOPA) studies for the Ammonia plant.

Process Design Safety Review

  • Collaborate with other engineers to review piping and instrumentation diagram (P&IDs), Process Flow Diagrams (PFDs) and equipment layouts from a safety standpoint wherever applicable.

  • Review and keep updated to cause & effect control logic and interlock systems for Ammonia plant.

Incident Investigation and Root Cause Analysis

  • Lead or support investigations of process-related incidents (Eg. fires, ammonia leaks and process near-misses).

  • Use tools like SCAT, 5 Whys, or Fishbone diagrams to determine root causes and prevent recurrence.

Emergency Preparedness

  • Participate in the development and Implementation of regular testing of Emergency Response Plans (ERP).

  • Coordinate mock drills for ERP (E.g. chemical spills, fire scenarios, or Ammonia leak events).

  • Conduct various studies to determine the dispersion modelling during Ammonia leak for different scenarios.

Training and Awareness

  • Develop and deliver training sessions on process safety management (PSM) principles.

  • Ensure that all operational and maintenance staff are aware of hazards and safe handling procedures.

Management of Change (MoC)

  • Evaluate safety implications of process changes minor or major (Eg. equipment, raw materials, utilities, procedures, setpoints etc).

  • Lead the eMoC process for the site as MoC coordinator and SME, ensuring all changes are reviewed, approved, and documented before implementation.

Process Safety Metrics & Reporting

  • Track leading and lagging indicators such as process deviations, loss of containment, or safety-critical equipment failures.

  • Prepare monthly/quarterly safety performance reports for senior management as and when required.

Soft Skills & Collaboration

  • Work cross-functionally with operations, maintenance, Safety, Health & Environment (SHE) Team; Quality Assurance/Coordinator (QA/QC), and Engineering teams.

  • Communicate technical safety information to non-technical stakeholders clearly.

  • Act as a safety advocate, promoting a proactive safety culture across the plant.

Project & initiatives

  • Lead and initiate projects for PSM at site level following Early Equipment Management (Unilever Management Systems) methodology.

What you will need to succeed?

Experiences & Qualifications

  • Tertiary qualification in chemical engineering or similar demonstrated experience.

  • Experience of 3-5 years in chemical, FMCG, oil and gas (desirable). 

  • Understanding of Process Safety, Health & Environment.

  • Knowledge of ammonia refrigeration systems and the relevant process safety.

  • Track record in leading improvements.

  • Ability to manage multiple competing stakeholders demands in a time critical environment.

  • Ability to influence across multiple levels.

  • Understanding of NSW WHS & EPA requirements related to PSM would be advantageous.

Skills

  • Work cross-functionally with operations, maintenance, SHE, QA/QC, and engineering teams.

  • Communicate technical safety information to non-technical stakeholders clearly.

  • Act as a safety advocate, promoting a proactive safety culture across the plant.

  • Knowledge of Process safety management systems.

  • Knowledge of Ammonia refrigeration safety, flammable liquids, combustible dust, fire system and Hazardous zones classification is an advantage.

  • Strong computer skills.

  • Experience working with contractors.
